Technically this document is fine. I have a concern that the document
may be read entirely negatively as advice to block all tunnels, whereas
in fact Section 7 (briefly) describes precautions that would make the use
of tunnels relatively safe as part of v4/v6 coexistence. After a short
dialogue with one of the authors (Suresh), I would like to see the reader's
attention drawn to this early in the document.
