Some question about IPR issues on AT&T algorithm.  jdr has seen
patent, but is not sure of what it is.

Lars asks question about whether TSV has been contacted.  jdr says
have been contacted, but no participation.  Need to re-contact TSV
area to hopefully work on application of congestion control algorithm
to restrict incoming connections.
