Summary:  Ready with nits.

Okay...one more nit. I don't know why neither Ben nor I saw this on the first round (or the second round), but it looks like there's an error in the IANA registration for consent-format.  

In section 6.1.  XML Namespace Registration you have:

      URI: urn:ietf:params:xml:ns:common-policy

and in section 6.2.  XML Schema Registration you have:

      URI: urn:ietf:params:xml:schema:common-policy

But, shouldn't the "common-policy" be "consent-rules" since "common-policy" was registered by RFC 4745?
