RFC 3325 does not allow PAI in ACK. 
However, as your update goes to allow PAI in responses, it would be worthwhile to allow PAI in the ACK as well.
This would be particularly useful for 3PCC scenarios.
Here, the PAI might not be known when the INVITE is sent or it may change e.g. due to call forwarding during 3PCC call establishment
