Scott Bradner on the role of meeting sessions: "Problems and philosophies are what should be discussed during sessions. IDs should be discussed on the mailing list and any open issues in the WG IDs (not just any ID) can be brought to the session."
Allison Mankin on scope management: "Work items that might become RFCs (as
opposed to discussion IDs that are intended to add something to an already
chartered topic) need to be discussed with the ADs and no hums be taken until we
have talked about whether there is scope for the work."
