Summary:

This document is nearly ready for publication as an informational RFC, 
but it needs clarification on its purpose and on the relationship of 
this draft to the original source material. 

Note: I originally reviewed this draft based on the assumption it 
was standards track. Russ informed me that it will be evaluated as 
an informational track. I updated my comments to Russ based on that 
change, but failed to put the proper Gen-ART header block in place. 
This is the exact same response with the Gen-ART block. Apologies 
for the repeat.
