The General Area AD is much better placed to review this document than I am,
as
far as the cryptographic and security aspects go. The document appears to be
clear and complete with just minor fixes needed.

Minor issues
------------

   [SEC1]     Brown, D., "Standards for Efficient Cryptography 1 (SEC
              1)", Standards for Efficient Cryptography 1, May 2009.

This may be a well known reference for practitioners, but it doesn't seem
to be a sufficient citation for a normative reference. Google can't even find
it. If it is meant to be the same thing as reference [SEC1] in RFC 5480,
please cite it in the same way; Google can find that one and the IESG has
already accepted it as a normative reference.
