Summary: This draft is basically ready for publication as a Proposed
Standard. I found a minor nit that would be fixed by the Editor anyway.

Note: The main issue with this document -- whether the proposed update
is the best way to allow Informational RFCs to register new crypto
transforms -- should be addressed within the IESG and does not depend on
the quality of this document.

Minor nit: "SRTP" should be expanded in the Abstract.
