Fair enough, but would it be reasonable to specify that if a larger RTT
is encountered, it will be reported as 0xFFFFFE microseconds?
Otherwise, implementations might crash in pathological network conditions.

Alternatively, specify in section 3.4 that if such an RTT is encountered,
the sender MUST send a no-number RTT option.
