Proposal to organize design team in SIPPING to do guidelines
documentation. General consensus to approach. Henning will be lead
editor for creation of document, which will initially be submitted to
SIPPING. Henning will also generate requirements document. Rohan Mahy,
Brian Rosen, and xxxxxxx volunteered to do requirements to geopriv.
Discussion switched to implementation approach.
Proposal to do "emergency URL" schema, such as "sos@localdomain". Comment that some areas require  multiple comments.
Requirements
1) Universal emergency identifiers
2) Finding proper PSAP to receive calls
3) Identifying caller to PSAP and delivering callback number.
4) Locating caller to PSAP. As this overlaps with geopriv, we will
probably need to hold off on this until geopriv completes. We will
however need to push appropriate requirements into geopriv.
5) Easy to have redundancy, enable multiple location mechanisms.
6) Allowing barge-in by emergency services operator following
emergency call.  
Routing discussion:
May need to use a different gateway for emergency services than usual.
If UA is a gateway, we need to put enough routing information to allow
the PSTN to find the right PSAP. Gateway devices will be required to
correctly implement local regulatory functionality.
Henning does not wish corporate proxies to be respnsible for dealing
with emergency routing, but to delegate to "another box".  This
produced much discussion.
