question: how do we need to comply with ANAT?

we can comply with it by ignoring it because there are other
mechanisms in ICE

a lot of discussion about which documents work for the v6 transfer,
especially for multimedia.  seems to be an open question and unclear
who understands all the issues.

add another option: let ice proceed and then do another ice mode for
transition if we find the checks aren't necessary

polls:
option 1: v4/v6 transition will be changed to say ice is transition,
ice deprecates ANAT.  ice is used for dual-stack.

option 2: v4/v6 is not changed to leave anat as transition, ice now
describes usage with anat, anat may need to be retrieved to be fixed.
